The belt wouldnt turn on if it was secured properly unless they unsecured it....

I understand what you are saying and yes, whoever secured it SHOULD be the only one who can turn it back on, but unless it is locked by maintenance with a key, technically anyone could walk over and flip up the latch to turn on the belt. Obviously against policy, but it's not "locked" and "inaccessible" to anyone else but the person who secured it. Some of these control boxes do not have a latch and cannot be secured by anyone else but maintenance.
