There are 2 parties involved and both would have to agree to it. The Union and UPS. People don't seem to realize this is an actual contractual rule between 2 parties, not just the Union. It's to late to blame someone for allowing the rule. It's already been written long before this "bargain" contract began negotiating.</p></blockquote><p></p>
