Most of the people that had severe complications/died were obese, elderly, or had a condition that made them high risk. A very very small percentage of the world population. There was no need for shut downs.Big Pharma, and their buddies within various governments around the world, attempted to take full of vantage of the situation. And, unfortunately, “leaders” on both sides of the aisle here allowed it.
