Unfortunately, both the Executive Order and the Administrative Rule violate Federal Law and the Constitution, making them null and void. The Executive cannot legislate, nor can it order an administrative body to do so. It's a constitutional doctrine known as separation of powers. Without separation of powers, we are not a constitutional republic anymore, and our country is dead. People who support unconstitutional power grabs by the executive and administrative agencies hate our country and the principals it was founded on.</p></blockquote><p></p>
