They fill the gap made by fired workers with the national guard.  In essence an attempt at federalizing the health care system with the military.  The new police they bring on after refunding them will be compliant with new narratives and enforcement of authoritarian laws.  It's not a conspiracy to see where this is going.  This is an old play in history.</blockquote>
