My guess is that those creating a biological weapon would introduce it to a population with fairly mild symptoms knowing that under given conditions the virus would mutate aggressively and with far more severe consequences.  Because people developing weapons are good at what they do and tend to think ten steps ahead to defeat countermeasures.  In other words, we wouldn’t know it was a biological weapon until we had poo-pooed the idea far too long.  Like convincing ourselves that the bay that bit us didn’t have rabies and by the time we’re frothing at the mouth, it’s too late anyway.</blockquote>
