Full-time seniority employees still in progression with a seniority date before August 1st are contracted to receive the yearly wage increase along with the bare minimum wage progression rate!?!

They get the new higher progression
Yes, and also the yearly wage increase throughout the life of the contract... New progression increase + YEARLY WAGE INCREASE, YES increased yearly progression on your hire date and your yearly wage increase every August 1st that compounds until the end of the contract.

I don't understand why people don't get that we worked under a different contract until the 5/1/2019, and then we started working under a completely new one.

Idk. We had that same language in the previous contract and I don't believe they got both raises. They either got the GWI or the progression rate. Whichever was higher.
