Parse the sentence. The noun is JOBS, not NUMBER OF JOBS. And "maintain" is a verb which has meaning in the English language. If you polish your silverware, that's called maintenance. If you throw out your forks after one use, that's called disposable. The opposite of "permanent". "Maintenance" implies and requires continuity. The plain meaning of the section isn't mysterious or obscure. Why you are determined not to admit it is, however, both.</p></blockquote><p></p>
