Getting screwed by the manager and his son....sorry its long but necessary

After 2 weeks of it up there were only 2 signups on it, me and his son. His son is not 21 so is not eligible untill the 20th so Im the only one ready to go. I asked him about when he would grant the air driver status and he said that he needs approval from HR and he doesnt know when it will come. </p><p> </p><p>I have this feeling that for <em>some reason</em> the air driver slot will not be available untill his son is 21. Ive been hammering him on it at least twice a week and no go. My question is does this sound screwed to you guys and is there anything else I can do? I also heard there was some rule that a center manager's child could not promote out of the same center but Im not sure of that.
