Grass is soooo much greener @ article 22.3 job

We were told since it's a bid position she is not expected to "work." Are 22.3's not expected to do the full job, or is it just a way to get rid of someone no one else wants to work with and pass them off for a few months until they are gone?</p></blockquote><p></p>
