You do it for as long as you reasonably can but even management knows it will take you all day if you follow this procedure for every single package 100% of the time.

Bags of clothes are hand-air-surface in smalls. Boxes usually hand-surface. The extra "air" step actually saves a ton of time.

The purpose is to see who really uses hand to surface....

I did at first, but not so much anymore. I'd never meet their insane PPH expectations if I followed their methods, even though not doing so has caused them to pull me aside a couple times. Damned if you do, damned if you don't.
