This is an extremely unique situation in that, the tropical storm is forecast to slide southeast overnight. IF a more southerly heading can be achieved than forecast, Harvey will have an improved shot a reorganizing before another landfall.
Normally, upwelling would be an issue, but the gulf is shallow bathwater this time of year and the heat content is still easily high enough to support a hurricane.
