I don't get it

The officer responded to a dog caught in fence. He freed the dog loose. The dog ran off. He went to go catch him and the dog had jumped into the police cruiser. Lol. What's not to get?
The event happened in Plattsburg, Missouri ... right smack dab in the MidWest version of the bubble of goodness.
In Cleveland, the officer probably would have shot the dog for commandeering the police car.
I don't know where this video was taken but it was not here----that is not one of our police cars.
We're calling it Puppytown now.

btw, thanks for explaining it. Couldn't watch it. As soon as I saw the doggy all stuck an all I had to close out. I was worried there was worse involved.
