How many on area observations in one week is harrasment?

Which if you pull past the driveway and as close to the side of the road to give traffic room to get by this puts you stepping out into the grass. Then you basically have to atleast cut across the yard to get back to the driveway. I do avoid walking in the grass when its wet but when its dry its fair game.</p></blockquote><p></p>
