I believe he was covering his own bases. If it was a "fellow Teamster" then there would be no need to discuss it as the culprit would have been a man about it.

Hogwash- if a co-worker smashes into the vehicle you are using and fails to report it, you report it to cover yourself. This is the type if thing at gives unions a bad name. Sorry if you disagree.
Sure- and when your center manager wants to give you a letter for damage to "your" truck you will accept it as a good union brother? I doubt it. Not trying to get in a urinating contest but if you cause damage, report it. Pretty simple.
