Here is a chart showing how many delegates will be elected at each Local for the 2016 Teamsters convention (except Rail and Graphics Locals, which are listed in separate documents) where candidates for the IBT General Executive Board will be nominated.

A year from now, after the delegate election or white ballot (meaning only the incumbent officers' slate was nominated, so they are considered elected) at each Local, the Election Supervisor's office will re-calculate each Local's 24 month average membership. A few Local's membership average will go up or down enough to change the number of delegates up or down by one, or possibly two.
So then if a Local's delegate allotment gets cut by one, then the lowest ranked delegate gets bumped down to becoming the highest ranked alternate delegate. If a Local's allotment goes up by one, then the highest ranked alternate delegate becomes a delegate.
The times, dates, and places of each Local's delegate election will be determined by each Local, and that information will be posted later this year on ibtvote.org. Also included with that information will be the number of alternate delegates that each Local decides that they will spend the members dues money to send those alternates on an all-expenses-paid trip to Las Vegas, just like the delegates.
