How does an oil exporting country go to be an oil importing country in 14 months ?
Well, you have an Executive Administration decide that a radical change is needed to advance "their" agenda.
I don't recall any country wide vote taking place that authorized the Executive Administration to preform such actions.

Huh, we consume 20 million barrels per day and have never produced more than 12 million. We have always been a net importer of oil. The oil executives stated last month that they are running at full capacity.

We get half our import needs from Canada. All the more reason Biden shouldn't have shutdown Keystone. Or cancel leases on Federal lands. Biden the other day said we're going through a "great transition." So it's not about Putin. They are doing everything possible to try to wean us off fossil fuels but without an infrastructure in place to replace them.

Almost none of that oil can be refined for domestic use.

Last count there 9000 open drilling permits, but why would a company increase production and drive the price of their own product down? Capitalism is charging as much as you can for as long as you can. That's just irresponsible and bad business

Gasoline supply is dropping.
The moving average is showing a steady decline.
Stock on hand is increasing which could lead to seeing prices come down.

First, mea culpa, forgot to put the "XL" on Keystone, the portion that Biden shutdown. Second, it wasn't to go to New Orleans, but to refineries in Freeport, TX near Houston. Third, by exporting that oil we put less pressure on the international system. They still need oil for their generators. Fourth, we still get 52% of our imported oil from Canada. And that oil is acceptable for domestic use. Fifth, when Federal land was opened up to exploration and drilling the resultant supply brought down our prices from the Obama years. I've heard the oil executives too. They aren't going to invest millions in infrastructure needed to drill in an environment where it can all be taken away from them with every political wind. We need to support our energy sector, not destroy it.

Why would a company increase production when the Biden administration has pledged to destroy the industry and jail the heads of the company?
Getting a permit is years and a lot of money invested before they produce any oil. And permit just means they have the right to start drilling. Not any guarantee they will find a productive well.

donald was importing 8 billion barrels a day when he claimed we were energy independent.

Keystone was 8% complete with no end in sight when Joe cancelled it. No affect on today's prices

Maybe not but cancelling leases on Federal lands sure did. They've tried blaming it on Putin but Biden spilled the beans the other day saying we're going through a "great transition". His energy secretary just said they want 100% clean energy by 2035. That's 13 years to go completely from an oil based economy to whatever that'll look like. Bring on the Republicans.
