Looking for a bit of insight on tracer requests

The box would be pretty big with the items and it weighed almost 22# so it doesn't seem like it would just fall to the bottom of a pile or slip into a crack like an envelope could. I'm just surprised they don't check the source location by default if it never showed a scan in.
