NDA and savers relaxed commit time (1800)?

If I remember correctly our center started to run air in trace last year due to the fact that air was late everyday

I did too, but it was a couple of days before the boss told everyone else to do it too. Actually, I am pretty sure that I run air on trace early every year till this year.

I'm still wondering why it's 18:00 in the DIAD when it's actually 23:59 for all air. Which means the usual 10:30 commits come up late.

I have a feeling that the system was programmed with 1800 as the latest possible commit time. Since they are commit packages, the latest they could set them to is 1800. For instance, some areas have 1630 saver commit times, on days when the commits are relaxed by 1 1/2 hours the new commits for that area would be 1800, so that's likely where they get the 1800 option. You can clear the commit times on resi savers, just not nda.
