Meaning that it can only elect to assign package drivers to the 70 hr rule under specific conditions. Otherwise, all package drivers must be assigned to the 60 hr rule. DOT has nothing to do with UPS's reason for assigning the 60 hr rule, but since UPS has limited itself to using the 60 hour rule most of the time, the 70 hour rule does not apply during those times, and driving over 60 hrs would be a violation.</p></blockquote><p></p>
