On Topic: bidding procedure for 22.3 jobs

In my area (SC) one of our 22.3 drivers is retiring in a year. My question is: According to the Union contract, will his job go up for an existing 22.3 driver or will it go up to bid for a FT driver first?

Full time employees. A full time driver can take it if he has the seniority. They’ll release a bid list to all full time employees.

Section 10.
(E) When a permanent vacancy or permanent new job becomes
open the Employer shall post it for bid on the first (1st) Monday following it becoming open for a period of ten (10) working days.
Only those employees in the classification shall bid



To me it looks like it is open 1st to classification. I'm not in southern, so I may be wrong
