When they hit a deadline they just declare its ready and implement anyway. As for fixing the problems later, they will ignore because it would take too much effort to fix. When new updates come they will just add on to a broken system and make it worse. ORION can be tweaked but not when it requires massive changes to almost every route. A few token route will probably get special attention but that will be because they had fewer problems and much easier to work with. That is probably what will happen in the BOG but it will not mirror the majority of the country.</p></blockquote><p></p>
