I’ve looked everywhere, besides contacting finance, to find out if UPS is going to continue withholding payroll taxes. Has anyone heard anything?

trump wants to defund Social Security and Medicare. trump and his supporters call it socialism. After paying taxes for 50 years and finally my turn to collect and he wants to take it away while Joe Biden wants to make it viable. Guess who America is voting for?

The employers are still responsible for withholding and submitting the taxes. There would be no way to recover the taxes from all of the people who work during peak and then leave. FICA taxes are not something you pay on your 1040...it goes on an employer 941 quarterly filing. The employers are billed based on eligible wages paid multiplied by rate.
There's no way to reprogram the system on short notice to exempt some wages from the calculation and not others. There was no way to allow some employees to choose the deferral and not others. It had to be an all or nothing option for any company this size. That's why there was so much resistance from the large payroll processing companies.
