But assuming it's not, for a minute, there would still be career staffers and consultants that work the hill, and they would still be there to do the bulk of the heavy lifting and provide guidance, just as they do now, only the final decision makers would be unburdened by reelection worries and free to follow their conscience and what they stand for, for a change.</p></blockquote><p></p>
