Question about VCD making seniority

In the event of a second (2nd)</p><p>occurrence in the same center, the affected employee will be paid</p><p>the top rate of a package driver for all hours worked as a VCD that</p><p>week. In the event of a third (3rd) occurrence in the same center</p><p>over two (2) consecutive VCD usage periods, the company will cre-</p><p>ate a full time package driver job to be awarded as outlined in</p><p>Article 13.</p><p>(6) Vacation overage drivers who work fifty (50) days as vacation</p><p>coverage driver in the qualifying periods shall be placed on a qual-</p><p>ified list. Days will not be lost due to a sustained grievance where a</p><p>vacation coverage driver was not used in seniority order. Vacation</p><p>cover drivers on the qualified list subsequently promoted to a pack-</p><p>age car driving job shall not have to complete another package car</p><p>driver probationary period.</p><p>(7) Vacation coverage drivers on the qualified list will not override</p><p>the seniority of those employees on the full-time driving list refer-</p><p>enced in Article 13, Section 9, number 13 (3), when a full-time</p><p>package car driving job becomes available.</p><p>(8) If the Employer requires additional package drivers outside of</p><p>the qualifying period, such positions shall be bid off of the Full-</p><p>Time Driving List in seniority order. If the position is successfully </p><p>bid, in seniority order, by a driver on the Vacation Coverage List, in</p><p>this specific instance, the number of days on which the vacation</p><p>coverage driver performed coverage work in the qualifying periods</p><p>shall count towards the forty (40) in seventy (70) day requirement.</p><p>If any vacation coverage driver drives outside of the qualifying</p><p>period without successfully bidding that work, the Company shall</p><p>bid an additional package driver job. Upon confirmation of the vio-</p><p>lation, the new package car driving position will be bid within two</p><p>(2) weeks.</p><p>(9) If a vacation coverage driver has not worked in the program for</p><p>one (1) year, he she will have to prequalify again and any days</p><p>toward the qualified list will be lost.
