Retiree Payout?

Does anyone know with all of the new tax laws if a person who has retired, but too young to draw their pension can get access or cash out their retirement early. This would be a UPS Management Retirement plan. If so please let me know the "Who, what and where's to do so. Thanks in advance for any help.
