The Union should absolutely take responsibility of managing it- if that is truly what the membership wants.</span></span></p><p></p><p><span style="font-family: 'Times New Roman'">The key will be to work through this and he other issues outside of the publics eye, in private where it should be taken care of. Emerge from the negotiations a unified, strong workforce through and through, and deliver the product the public wants.
