That's right if you had crude oil on hand with no place to put it and you wanted the refiner to refine your oil and not somebody else's you had to literally give him the oil and pay HIM 30 bucks a barrel to get him to refine your oil rather than someone else's oil. Rest assured you don't allow something like that to go on for long if you need the industries money and votes .</p></blockquote><p></p>
