If you're scheduled off and you decide to come in, what is the pay rate supposed to be, 1.5?

If you volunteer, I would think straight time. If forced, overtime rate. You'd probably have to file to get that.
If you decide on your own to work you're not getting OT rate or anything, it's just a regular day. If forced then you have the choice of straight time + get paid for the personal or save the personal and get paid OT rate for every hour worked.
