Seniority Date in Feeders

I know that in some areas you receive a new feeder seniority date once qualified, and some areas you retain your full time seniority date allowing anyone with more seniority to move in front of you once they are qualified. Is that decided by your regional supplement or does it vary by each local? Also, what would be needed to switch it from one way to the other if the majority agreed to it?

I believe it's a regional thing !
In Boston ,, you take your seniority with you to any job !
I've had a few guys come to feeders and jump over me ,

In Northern California, full time seniority doesnt change when you switch departments.
