I am wondering what software development model UPS uses. The company I currently work for uses the agile development model. I would guess that agile is the extreme opposite of what UPS would be using.

Individuals and interactions over processes and tools
Working software over comprehensive documentation
Customer collaboration over contract negotiation
Responding to change over following a plan

Development models are not one size fits all. There are places where UPS uses agile and places where other models are used.
