Nope. NY gambled and lost. They could have bought more but wanted to spend somewhere else.
The current national emergency is now a federal matter with responsibility having been shifted up to the federal level. It's now in Trumps hands but like yourself he too wants to do everything he can to blame someone else in an effort to make his failures less damaging to his reelection chances.
He's setting himself up for failure in the way he goes out and reads from status reports prepared and handed to him then injects his own views on the matter but purely from the only perspective he understands and that's money.
That nearly happened in 1984 following Mario's thunderous key note address at the 1984 convention.
