Thousands of residents of Brooklyn and Manhattan Island turned out to witness the dedication ceremony, which was presided over by President <a href="https://www.history.com/topics/us-presidents/chester-a-arthur" target="_blank"><u>Chester A. Arthur</u></a> and New York Governor <a href="https://www.history.com/topics/us-presidents/grover-cleveland" target="_blank"><u>Grover Cleveland</u></a>. Designed by the late John A.
