People have literally died due to lack of leadership. He is still telling some states that they are safe because they are mostly rural. But he is so slow that he doesn't realize that even those rural states have more densely populated areas where doctors and hospitals are already having issues. He could come out strongly and tell religious groups that he believes they should shut down.</blockquote>
