Ima feeder driver out of local 705 & I was wondering on how to go about a transfer to 710. Would I have to resign and re apply?

Yes. You would have to resign & get rehired. Unlike the freight barns around here, there is no provision at this company to transfer to a L710 jurisdiction board.
(There is a reciprocity agreement between the two pension funds, however. Make sure you check on that if you do try to move to L710)
