In a way. Venezuela desperately needs high oil prices to sustain its economy and the other OPEC nations are more concerned about keeping the prices low enough that other countries will remain dependent.

Which has nothing to do with how Venezuela squandered the profits when prices were high and built no real infrastructure or sustainable economy.
