The Local Union bylaws (sections conveniently not included in this "charge") allow the E-board to establish benefits, including vacations. The IBT Constitution, Art XXII Sec 4 (e) also clearly states "Nothing contained herein shall relieve the Local Union of the responsibility to arrange for the payment of financial obligations or benefits previously authorized in accordance with the Local Union’s Bylaws, on such terms as necessary to preserve the ability of the Local Union to meet its current financial commitments and provide services to the membership." In any case it's unusual for a local union to publicise on their website internal union charges or letters to charged members, before the finding. The GST audit follow up letter was routine, suggesting a review of calculations made on the payout and then possible legal recourse if improprieties were found. That would be a duty of the former S/T Jim R who did meet with the "investigator". Finally, Edween sent a letter to the outgoing President stating "he" has a right to approve any extraordinary expenditures. That right is reserved for the entire Executive Board, not any single officer. This is 101 stuff a Local Union President should know. Apparently Edween has trouble with comprehension or is being coached. Using union resources to further a political campaign against suspected future challengers is frowned upon by the IIO. I can see counter charges/lawsuits/retractions on the way...
