Why doesn't UPS use a foremen type position?

He's not a BA or steward, but a quasi management type position with real world experience. Lots of labor Unions use them. Would this just make things too smooth? Wouldn't cost that much, in labor unions they typically make a couple bucks more an hour, but their knowledge base more than pays for that.

UPS has them they are called ORS.

We actually had a union foreman or whatever full time article 22 did not do anything but agrivate everyone take up space and hours he is gone now and the whole crew is much happier.Good ridence !
