Actually, not that hard to explain at all.
The UPS driver was making deliveries, and someone hit him gently on the drivers side front(see light brown damaged area in nose of hood), causing the vehicle to roll backwards down the road, off the bank and into the creek.
James, who just got married to Earl, was walking down the street with one of the wedding presents in hand to show his mother, and just happened by as the photo was taken by the photographer, Randall, hence the "my you lookin fine" smile.
