“Starting” wage rate to $15.50 by 2022

Is the wording on this literal? I didn’t read into it until just now. The way it is written seem to imply that any employee hired at the 13.00 rate that works 4 years up to 15.50 is still at that years “starting” rate. So if an employee is hired in 2022, they will be at 15.50 also? Or are the contacts always worded that way, while actually implying yearly raises?

Not that I expect this to pass, but curious on the intent for future reference.
in 2022 15 hr will be like 8.00 hr inflation
 
I'm pretty rip:censored2: that none of my raises mean anything. Contract or not my states minimum wage will always be higher and I'll never be above that. Until 2022, our state is higher than the proposed contract wages. I'm voting no. I've had enough.

A new hire in this contract starting this year will make 16.70 in Aug 2022:

Aug 2018 : $13
Aug 2019 : $14
Aug 2020 : $14.80
Aug 2021 : $15.70
Aug 2022 : $16.70
