Well if the speed limit is 55, and he was going 55, what the heck is the problem. I find it hard to believe anyone's going to ask him to speed.

Ask your on-road to put something in writing to the effect that "UPS has a Corporate Speed Limit of 65 mph and this supersedes all Local, State, and Federal and Tribal speed limits. The Employee is directed to maintain this limit at all times".
