Obamacare has been steadily whittled away as unconstitutional and the impeachment was just a pointless political gesture.
Actually it is up to the states to decide their election rules and when this rules are challenged, it is in the state courts. This has no path to the Supreme Court.
I think first thing President Biden should do is request that the Republican controlled senate submit their Obamacare replacement so that they can get on with fixing healthcare.

State election laws are not entirely handled at the state level. There are lots of viable routes for the federal courts to have a say here.
