Therefore both IBT and APWA are free to organize building by building. Freight employees have shown significant interest in the APWA. So if the APWA believes that the IBT shouldn't be the CBA for parcel, why wouldn't they take steps to offer the Freight guys a better alternative?</p></blockquote><p></p>
