The Trump campaign called for counting to stop in areas where Democrats were not allowing bipartisan oversight of ballot counting and verification. In many cases that Democrat cheating cannot be reversed because the voters'identifying information on the outer envelope is separated from the actual ballots.
They also called for counting to start back up in areas where there was oversight, but Democrats had abruptly stopped counting to allow time for votes to arrive after legally allowable.

Republicans had to get a court order to be allowed closer. Democrats appealed that decision, because they don't want oversight. Not a good look for Democrats and free transparent elections.
