You're right, this costs FX money, but they're a business, and legal costs and HR are normal expenses that these businesses are willing to spend cash on. </p><p></p><p>Now if his express division decided to unionize, which is never going to happen in the next decade, then there'd be issues.</p><p></p><p>Your union-strategism sounds interesting, but I wouldn't jump to that so quick.
