And the lowest payscales, especially the lowest B payscale, are falling further and further behind the others since increasing starting or top-out is based on a percentage. For example 3% of $16 is 48 cents. 3% of $20 is 60 cents. So you can see that higher payscales year over year are pulling away from the lower ones.
