The North Texas District has an entire department devoted to paying parking tickets. There entire function is negotiate and pay tickets in Dallas, Ft Worth and surrounding areas.

A few years back NYC cops were writing tickets for UPS while having coffee and donuts. You can only imagine how much UPS paid in fines at a negotiated rate. Someone was sharp enough to audit the tickets to cars on the street and you guessed it. Cars are pulled for PMI's, so no way a ticket could be issued to that package car.
