I have no doubt that most states will be improving their plans accordingly in response to covid-19. A one-size-fits-all response handed down from a federal agency has not helped the situation. People will not brook this nonsense year after year, or respiratory illness season after season. Even the go-along-to-get-along, apathetic crowd will start mobilizing once their bank accounts have been emptied.</blockquote>
