Anyone that says otherwise should be immediately discredited as either ignorant or a liar. Congress passes the budget. Congressional intransigence has resulted in not doing their job. Again, they had the President's proposal since April 10, late but over 5 months time to conference and pass a budget. Some in congress were so infatuated with a no-win proposition of repealing or defunding the PPACA that they wanted to play games with the budget. It really is the fault of Congress.</blockquote>
