Many of them only get the minimum amount of practice or qualification that is required by their department. However...any <em>civilian</em> who is willing to invest the time, effort and money towards getting a carry permit is more than likely a gun <em>enthusiast </em>who voluntarily puts time in at the range. The range I belong to hosts IPSC pistol matches, and most of those guys could outshoot the average cop while wearing a blindfold.</p></blockquote><p></p>
